Every MLB club we’ve spoken with agrees that when it comes to measuring the true intention of a pitcher in terms of where he wants to locate a pitch, the trained eye is very valuable.  IE scouts factor in some of the nuances at play here.  We can see, for example, that a catcher wants a breaking pitch below the zone on an 0-2 count, for example, even though he sets the target in the strike zone, down (just to give one example).  

The IE version of intended locations is excellent.  It is more of a baseball-reality methodology, while the automated system (e.g. Command FX) is more literal, and more susceptible to missing the true intent of the pitcher.  More information can be provided on this if interested.
